This very short video, from the Voyageur’s Wolf Project, shows a young wolf trying (and failing) to howl. It produces something more akin to a squeal.
I experience the same things as my young ducklings first begin peeping, then croaking, and finally can make a full-throated quack.

For some reason the audio isn’t working for me. Alas! But, kiddo (who is twelve this year) has started his voice change and it is ridiculous and super cute. The squeaky bits combined with the new deep, deep voice amuses me to no end. Luckily kiddo is a very good sport about this.
Whatever you call that sound, two of my four dogs jumped up to find the source.
