Belly rubs require a full belly.
You might think so, but, when Baihu gets hungry too much in advance of mealtimes, I can generally placate him by scooping him up, sitting down in the proper chair, and giving him lots of attention, including a bellyrub. He’ll settle down, and, when he finally decides he’s had enough and gets up to go somewhere, it’s generally not back to the kitchen demanding noms.
