    1. No need. Most fish can read as well as many of our fellow citizens. Most fish have spent most of their lives in various schools.

  2. You’re ignoring the possibly that those signs were placed by a benevolent alien intelligence. And the further possibility of the involvement of an alien intelligence that was mucking around and causing trouble.
