You are out of date about research grants as measures of faculty worth — the rules you quote simply state policy in place for decades. Where I was, in the early ’80s, a job candidate was told that a RO1 grant was a requirement for tenure. As we’ve (re)learned, grant overhead money is fungible — as is all money — and supports many university projects (and admin bloat) behind the scenes. I once gave a public talk upon receiving a local public award whose (cryptic) title was “Government as king; academic as courtier.” The last scandal about misuse of grant funds was about perks for administrators (fancy offices; expensive parties); now it’s about DEI.
