To me it appears to be a red-tailed hawk scavenging an aleady dead deer carcass.
The band of brown and white feathers across the chest is typical of a red tailed hawk.

Looks like a lamb as prey.
Sharp eyes – could be either deer or lamb — too bad we cannot see the ears. Definitely looks like a mature red-tailed hawk.
