You didn’t say whether the camera lens is easily removable, allowing you to swap out for other lenses. If so, maybe there is something on the optics on the back side of the lens assembly. If not, then it’s possible that the seal on the lens has broken allowing air (and debris) inside the optics. If that is the problem you will probably need a new lens – if it is replaceable.
If it’s a dSLR type camera you probably have some dust/debris on the sensor that the camera’s own cleaning system cannot shift.
Dust/debris on the sensor is most obvious at small apertures e.g. f16, f22 and tend to disappear at wider apertures e.g. f2.8, f4 etc. As you have a huge depth of field there ( window and mountains both in reasonable focus ) a small aperture will have been used which confirms it.
Again, if it’s a dSLR, check the camera’s cleaning system is on. Depending on the make/model, try activating it a few times. To test, set the camera to f22 and take a shot of a perfectly blue sky or maybe a white ceiling. This’ll allow the spots to be clearly visible.
If the camera itself cannot clear it you may want to consider :
1. Buy a ‘Rocket’ blower, and in the menus find how to open the shutter for cleaning. Us the rocket blower to try and dislodge the dust. Don’t allow the blower to touch the front of the sensor.
2. Take it to a camera shop or similar for professional cleaning.
